Once City Councilor thinks they do. Last June Councilor Halberstadt asked the Parks Department to report on the cost to restore the annual funding to maintain planters and tree grates within the BIA’s.
In 2006, the budget for maintenance of BIA’s was removed from the Parks Horticulture budget. That budget supported 4 to 6 student workers, vehicle costs and materials. Since then it was up to each BIA to maintain their own. In 2009, council adopted a beautification program that includes 950 self watering hanging baskets and 400 self watering ground planters.
In answer to Councilor Halberstadt’s question, the Parks Department will continue to provide the hanging baskets to BIA’, but the BIA’s will be expected to maintain their own street level planters and tree grates. The city in turn will provide them with flowers to plant themselves if they wish.
This comes on the heals of the Ottawa Street BIA asking council for help at the capital budget meeting a few weeks back.
