Harrow Planning Downtown And Economic Revitalization

The Town of Essex is holding a public meeting for business owners and residents to participate in a discussion about the merits of expanding the Harrow Community Improvement Project area and the grant programs available through the Harrow Community Improvement Plan (CIP).
The Harrow CIP is a municipal commitment to the revitalization of Harrow’s downtown and economic base. Through a series of programs available primarily to commercial and industrial property owners, the CIP provides tax incentives, monetary equivalent grants and funding for a variety of community improvement and business stimulus projects initiated by property owners.
Improvements that may be eligible under the program include façade renewal and restoration, signage, landscaping, parking, and commercial and industrial development.
“While the plan has been in place in the downtown core for two years, Council is considering an expansion to the project area, enlarging it north to Concession Road 3 and west to Roseborough,” says Policy Planner Jeff Watson.
“If approved, an expanded program would provide incentives to property owners who have vacant and underutilized lands available for development.”
The public meeting will be held at the Harrow and Colchester South Community Centreon located at 243 McAffee Street on Wednesday, October 23rd from 6:30 to 8:30pm.
