Another Residential Development In The Works For Downtown Windsor

A longtime downtown parking lot and former site of the Windsor Music Cafe and Killarney Castle could soon be home to a new residential development.

The empty land located on the corner of Pelissier Street and Wyandotte Street West consist of three parcels of land where developers are proposing a five-storey mixed-use building with 84 residential units. The units are currently proposed as condominium units.

The proposal also calls for two commercial units, along with underground parking and surface parking.

The property is owned jointly by Philip Fernandes Designs Inc., BK Cornerstone Design Build Ltd. & BK Distinctive Homes Ltd equally.

“We are committed to Windsor and the downtown core with this, our second build,” said Philip Fernandes.

Their first project is The Hive, currently under construction on Pelissier Street. That is slated to be completed in 2021.

As part of the process, the City of Windsor’s Development & Heritage Standing Committee will be asked at their December 14th meeting to approve several grants for the project, including $50,000 under the New Residential Development Grant Program.

The proposed development is anticipated to increase the municipal assessment and would also be eligible for the Building/Property Improvement Tax Increment Grant Program which provides rebates on the municipal tax increase a property incurs when it’s improved.

Following these approvals from the committee and City Council, the project will start the site plan control process shortly.

Fernandes said construction is planned to begin in 2022.
