The investigation into a fire at 8545 Little River B building is complete.
The fire broke out Saturday and displaced close to 100 people.
Investigators say the fire started on a third-floor balcony, caused by a failure of an electrical wire.
Damage is set at $1.5 million.
Windsor fire says planned access for residents has been cancelled. Those needing access must now contact the building owner.
