The first glimpse of excavated land for the actual six-lane below-grade highway that will become the Windsor-Essex Parkway is visible from Howard Avenue.

In the photo above, a concrete bridge that will be utilized by traffic for the Parkway’s service road (and Highway 3 diversion once Parkway paving begins) is built over a semi-excavated swath of the six-lane parkway land.
