Budgets, Urban Chickens, and the LCBO at Council tonight

City Council will receive a report outlining the third quarter operating budget variances. At the end of the second quarter the year end deficit was sitting at $4,770,100.00. Administration was able during the third quarter to bring the year end deficit down to about $2,316,600.00. Some reasons given by administration for projecting ending 2010 with a deficit are a fall in building permit’s and lower then expected revenue from parking.

Sticking with money, The Windsor Tunnel Commission’s Audited Financial Statements for 2009 are also presented to council tonight. These statements show that the Tunnel ended last year with a deficit of $590,435. This is an improvement over 2008 where they were in a deficit of $2,669,715. The Windsor Tunnel Commission expects to end 2010 sitting with a deficit of $1,075,715. A report from the City’s Licensing Commission informs council that a committee will be struck to study urban chickens. The Committee will review both sides of the issue, engage in public consultation and recommend a position on the issue to the Licensing Commission, and if it is supported that recommendation will then be presented to Council.

The city is being asked to approve a one time payment of $20,000 to Windsor Regional Problem Gambling Services for the publication of their newsletter “The Chase” and administration is recommending that they find other funding sources or partnerships going forward such as Caesars Windsor or the OLG.

The LCBO is building a new stand alone retail location in East Windsor on Tecumseh Road. The new location will be in the parking lot of the Zehrs Great Food, to the east of the gas station, and will replace their current location in the strip mall. The new site plan is included in Council’s communications.
