City of Windsor Announces New Chief Administrative Officer

The City of Windsor has a new Chief Administrative Officer.
In a news release, the city says that after an “exhaustive search”, current City of Windsor Commissioner of Corporate Services, Chief Financial Officer and City Treasurer Joe Mancina has been appointed as the new Chief Administrative Officer.
Mancina joined the management team of the City’s Finance Department in 1989 and advanced through several positions of increasing responsibility within the corporation over many years until his appointment as Commissioner of Corporate Services, CFO and City Treasurer in 2016.
Mancina is a graduate of the Odette School of Business at the University of Windsor, a Certified Professional Accountant (CPA), an Accredited Municipal Clerk/Treasurer (AMCT) and a Certified Municipal Manager (CMM) with the Ontario Municipal Management Institute.
Since mid-2022, former Chief Administrative Officer Onorio “O.C.” Colucci has been providing leadership at City Hall, overseeing last fall’s municipal general election, the transition process to a new City Council term, and the recent approval of the 2023 City of Windsor capital and operating budgets.
Colucci was brought back when the city and Jason Reynar parted ways on April 1st, 2022.
Mancina will assume his new responsibilities effective May 1st, 2023. A search process will commence in the very near future to fill his current role of Commissioner Corporate Services, CFO and City Treasurer. Colucci’s final day at City Hall will be May 5th, 2023.
