City of Windsor Looks to Increase Tax Collection From Area Hospitals, Post Secondary Institutions

The City of Windsor is looking to collect more property tax money from St. Clair College, the University of Windsor, area Hospitals and the Windsor Jail with a petition to the Ontario Minister of Finance to increase the “Heads and Beds” payment.

Under the Ontario Assessment Act, the above mention facilities are considered exempt from paying property taxes.  Municipalities can however collect an amount in lieu of property tax based on the number of full-time students enrolled the previous year for education facilities the number of residents placed in the facility the previous year for hospitals and correctional facilities.

Since 1997 the amount has been uncharged, $75.00 per person, and the city would like to bring that up the $120 to reflect inflation.

Based on last years numbers, this year the city will receive $1,646,100 in heads and beds funding.  If the rate increased is approved by the minister, then the city would receive $2,633,760 or $987,660 more in funding.
