Windsor Police have charged a Windsor man after an incident this past weekend.

Police say that around 3:45pm on Saturday October 22nd, 2016 they were called to an apartment building located in the 800 block of Pillette Road for a male exhibiting violent behaviour while holding a baseball bat.

Officers arrived on scene and spoke to a victim who said that he was involved in an altercation with the suspect. The victim stated that he was able to exit his apartment but the suspect subsequently locked himself in a room in the apartment.

Investigation revealed that the suspect attended the apartment of a male and a female who were known to him. An argument ensued and the suspect was asked to leave but he refused and continued arguing. The female subsequently left the residence. The suspect allegedly made threats and attacked the male with a weapon. The victim was able to avoid being hit by pushing the suspect away and locking the door. The suspect continue to exhibit violent behaviour causing the victim to be confined to the room.

While the police were on scene the victim was able to get past the suspect and he exited the apartment to speak to the officers.

Officers made numerous attempts to make contact with the suspect through a barricaded door but they didn’t receive a response. Officers from the emergency service unit then forced open the door and placed the suspect under arrest without incident.

Lowell Campbell, a 46-year-old male from Windsor is charged with utter threats, assault with a weapon, weapons dangerous, forcible confinement and two counts of breach of probation.
