In accordance with the Public Sector Salary Disclosure Act , the City of Windsor has made public the salaries and benefits paid to employees who earned $100,000 or more as reported on the Canada Revenue Agency T4 slip. You can see the list here.

The city says that it should be noted, however, that in many cases the amounts include payments for such one-time items as acting pay, overtime, retroactive payments and/or settlements which do not form part of the normal base salary of employees.

The official “sunshine list” does not require the inclusion of the mayor’s salary, because, based on the noted legislation and Ministry guidelines, it falls below the threshold of $100,000. In accordance with the requirements of the PSSDA, the Municipal Elected Officers Allowance (MEOA) is to be excluded from the salary disclosure. Additionally, salaries paid by municipal corporations that do not meet the necessary funding conditions defined by the Act are also excluded from the PSSDA. However, in the interest of full disclosure, Mayor Eddie Francis has requested that the full amount of his remuneration be reported for the purposes of this public disclosure.
