Fringe Festival, Monmouth Road and Noise at Council tonight

This Week’s Agenda Highlights:

The next step in contraction out of Windsor’s parking enforcement goes before Council tonight.  Council will be asked to approve a by-law that will appoint the employees of The Commissionaires as Municipal Offenses Officers.  The Commissionaires of Windsor were awarded the contract on July 19, and will take over parking enforcement soon.

City council will deal with a request from the 2011 Windsor International Fringe Festival requesting the city wave the fees associated with the rental of the stage, bleachers and the Windsor Armories.  Administration estimates this request if approved will cost the city a loss of $3483.25 in revenue.  In 2010 a similar request was made before council, and was denied.  City Administration has made no recommendation to council, rather has left it up to them to decide.

Council will also be dealing with noise.  Several recommendations are being made to deal with late night noise, mainly coming from downtown bars.  These include new rules for bars that install garage doors, and setting hours when bars can have their windows and doors open at night.  Also being looked at is adjusting the work schedules of enforcement staff so that more bylaw inspectors will be on the downtown streets in the summer months.  The report also suggests requesting that the provincial Alcohol and Gaming Commission put in place tighter noise controls onto liquor licenses.

Residence from Monmouth road will appear before council asking for their street to be closed off at Tuscarora turning the road into a cul-de-sac.  Improvements to the Wyandotte/Walker intersection has resulted in Monmouth becoming a two way road north of Tuscarora, and the residence believe that it will increase traffic on their street.  Administration has several concerns with a cul-de-sac such as access for garbage trucks, along with emergency vehicles.  Administration is recommending against the cul-de-sac, and instead is recommending that the traffic be monitored for 6 months and then report back if traffic calming measures are warranted.

Councilor Lewenza will bring a Notice of Motion forward in an attempt to clean up abandoned properties in the city.  His motion reads as follows: That Administration prepare an inventory of properties in each of the 10 City Wards where Orders have been issued for repair and / or demolition and the costs associated with demolition of these structures as part of the Property Standards By-law Review.
