The draft Windsor Municipal Budget for 2010 is out and ready for public consideration and there are some alarming devils in the details.

Draft budget cutbacks include plans to eliminate multiple flagpoles throughout the city, turning off public fountains, discontinuing a Remembrance Day dinner, and converting Hybrid Buses back to diesel (among other things).

Some of the potentially controversial targets include:

Eliminating Flagpoles (source)

Parks Operations presently services 160 locations where flagpoles are located throughout the City. Reduction of this budget will require elimination of up to 20 locations that are not high profile and leaving flags flying for longer periods that may have some appear more faded.

The high profile areas that can be easily identified include the following:
- City Hall, including the Cenotaph and Charles Clarke Square
- Riverside Arena Cenotaph
- Dieppe Gardens
- Vietnam War Memorial
- Jackson Park
- Willistead Park
- WFCU Centre

These flagpole locations will not be impacted.

Turning off Fountains (source)

Parks Operations is proposing to reduce its operating budget for fountains in the amount of $91,206. This reduction will not allow the opening of Udine, Sandwich, and Rodzk fountains, and the Dieppe Water Pond. No damage to the fountains is anticipated as they are presently winterized for the winter season, and will remain that way all year.

The breakdown of the costs for this reduction is as follows:

These fountains/water ponds are located in high profile areas, and will diminish the appeal of these locations.

Eliminate Graffiti Removal Program (source)

Parks & Recreation Services have experienced unprecedented vandalism repairs usually averaging over $100,000 annually worth of repairs. Indications are that we can expect similar costs to continue.

Graffiti removal is a major cost and presently we removed most graffiti from our park buildings and park furnishings on a timely basis. We have found that failure to promptly remove graffiti often results in ‘copy-cat’ incidents. Without this funding, the situation might rapidly get out of hand.

Parks received funding of $115,000 in 2009. We are proposing to eliminate this service. This cut may result in an increase in graffiti vandalism.

The Licensing and Enforcement Department is also proposing a budget reduction of $42,000, eliminating its entire graffiti removal program.

Converting Hybrid Bus Technology Back To Diesel (source)

In 2008, the Transit Windsor Board of Directors approved converting the bus order to hybrid technology. This was endorsed by City Council, as it met their strategic goals. The incremental cost of hybrid technology is $180,000 plus PST per vehicle and, based on the replacement schedule of six buses per year, the total incremental annual cost is $1,166,400. In order to achieve the 10% reduction, consideration can be given to convert the hybrid buses back to diesel.

Discontinue Veterans Appreciation Dinner (source)

An annual dinner is held as part of Remembrance Day commemorations for Veterans and their families. During the 2009 Budget process, $6,000 was provided to fund this initiative. In prior years it was funded through the Budget Stabilization Reserve.

Veterans Appreciation Day is an opportunity for Veterans, their families and friends to meet and share memories and stories and to remember. In the past, each Veteran has been treated to a free dinner, entertainment, prizes and an afternoon of camaraderie. Veterans Appreciation Day is a project of the Veterans Memories Project and the Windsor Historical Society.

Elimination of this service will severely impact the ability to hold the dinner to honour our valiant war heroes.

Clearing Snowfall After 6 inches Only (source)

Currently, residential streets are cleared of snow after a snowfall event of 4 inches accumulation. The 4 inch standard was adopted during the 2007 Budget (previously, the standard was 3 inches). This proposed service reduction would mean residential streets would not be cleared until after a snowfall event of 6 inches accumulation.

Elimination of Business Improvement Area Maintenance (source)

If accepted, this would eliminate a level of service to the BIA’s (Downtown, Pillette Village, Olde Riverside, Olde Sandwich Towne, Via Italia, Ottawa Street, Wyandotte Town Centre, Ford City and Walkerville) that already exceeds that provided to other areas of the City. This would mean the elimination of all maintenance of fixtures (planters, benches, etc.).

Sidewalk and pavement repairs would be done in asphalt until such time as the sidewalk or street is scheduled for rehabilitation under the City’s capital program.

This budget issue is required for the former PW Operations department to achieve a 10% reduction.

It’s apparent that the City means business about a proposed 0% tax increase in 2010, but this comes at the cost of many crucial programs and services.

The City’s Operating Budget Committee meets this afternoon at 2pm in council chambers.  The meeting is open to the public, and many are expected to attend to voice their concern over the service reductions planned for 2010.

    This is not a ploy to ensure a 0% tax increase. This is a scare tactic, to get Windsorites thinking about the services their tax dollars make possible. It is up to us to dutifully accept the minor tax increase that will result in keeping these services in play!

    Guess what, folks, the city runs on dollars! Surprise! Let's not let these services be eliminated over a minor tax increase, an increase that may be a bit painful considering the “economic times”, but one that will ultimately maintain, and hopefully improve, the quality of life for Windsorites.

    can't afford to keep a small pond and fountain running, but, lets build a ditch (canal) that is pumping municipal water 24/7…

    i love how they're like, “We're going to get rid of this service, and as a result, the area will be less appealing”. it's like they -want- Windsor to be horrible with no fountains, faded flags, graffiti everywhere, snow on the streets, etc etc.

    - most definitely. We have way to many of these poles. If this mean some savings I vote for it.

    - This could be kept. If you find sponsor for each fountain and allow them some limited advertising in vicinity of fountain I say go for it.

    Converting Hybrid Bus Technology Back To Diesel

    - Are you Nuts? I thought they saving with these Hybrid buses, but I guess I was wrong. I say keep Hybrid buses. Our air quality sucks and switching buses was good and promising start.

    - hm…let me see 6 inches equals 15.24 cm too much. Well at least Windsor star will have some good topics to write about once all law suits start against city from drivers. I don't drive, but I see this solution as very dumb decision. Does it surprise me?…NO

    - I do not agree completely in regards of this. Appreciation dinner should be done at least every 5 years, but for God sake not every year, but if they planing to eliminate this event they should look into more of events such as this one.

    Elimination of Business Improvement Area Maintenance

    - I do not understand. Why city maintains this area anyway? Every business should have responsibility of their “front yard” and should be punished if they are not maintaining. Simple isn't it?

    The City, like any large corporation, has multiple budgets. As you can see, the current negotiated issues has to deal with the Municipal budget. The canal would have been funded through the capital budget (which funds large projects, like a canal, for example) and the other half would have come from the provincial government who was and is still willing to fund and participate in the project.

    I haven't read any literature (yet – Owen, if you could point me in the right direction that would be awesome) about the financial impact to Windsorites (property tax, etc etc), but THIS particular issue has to do with Municipal funds, not from the Capital budget, where there is money stored away for large investments, like a canal (that I'm all for).

    can we be clear about the bus situation…… they are not going to convert hybrid buses back to diesel. they are going to suspend the program that converts the diesels to hybrid for the coming year/s. they are not going to convert the hybrid buses back to diesel. the headline is quite misleading. as well they can readopt the program in future years and continue to convert all the buses eventually to hybrids.

    The headline is hardly misleading Rino, it is a direct quote from the heading in the budget item “Converting Hybrid Bus Technology Back To Diesel” as well it is stated in the document “In order to achieve the 10% reduction, consideration can be given to convert the hybrid buses back to diesel.”

    thx owen. i guess the option to simply discontinue the process seems much more reasonable rather than go back on the process. i apologize for questioning the headline. i had not read that report and couldn't conceive why that made financial sense. still don't i guess. thanks for the clarification. kudos for being on the ball and correcting me right away. nice work.

    im talking about maintaining it…not building it…if we cant maintain the tiny pond in Dieppe, how can we maintain a ditch which will have thousands and thousands of gallons of treated municipal water pumped into it daily?
