Last year, significant changes were made to Windsor’s electoral map.  This year, windsorites will vote for only a single city councillor in their ward (versus the previous two-per-ward), as the wards are much smaller and defined than before.

In 2006, voter turnout was a disappointing 38.2%.  This means that barely a little more than 1/3 of eligible Windsor voters showed up at the polls to choose the Mayor and the current City Council.

I'd like to know why someone would choose NOT to vote. Anyone?

That's not something I would try to rationalize!
